It would not be legit to use this info as the only input. I think what he is suggesting is that admins gauge the feelings of the community that way as one of several inputs, and this seems legit to me.
The other side of this, btw: our admins try, it is clear, to create a community where members are supportive and empathetic with each other. This shows that they have succeeded to an amazing degree!
In a weird way, using this simple banning tool is damaging what they have invested years in creating - this intangible feeling that we are close to each other and that this is a common lair to all of us that is "ours."
