Of course you could apply this logic here to derive the correct scale. But for medical devices it is not acceptable that the interpretation of their data is depending on assumptions. The scale problem is even broader in my opinion. For example some devices like pumps will export the carb information too. Again the scale of the carbs is important for the correct interpretation of the data.
The problem with the new format was not the missing milliseconds. It was that XML objects have been renamed in their new XML files. Again something that must be compensated in the software processing the data. I state my claim that manufacturers are ignorant about the need for agreed XML standards to support free data exchange (like an ISO standard for pump, meter, sensor and general patient data in XML).
All these things should be solved somewhere in the future with HL7, LOINC, UCUM and others. But looking at the current stage of these standardization effords I can not see that for the near future.
