I know - it's so hard. Eggs, ham, cheese of course, bacon, salads. These are not the best toddler foods, right? We used to roll up deli meats and cheeses every once in a while. Strawberries are fairly low carb. To be honest, I was never too successful at basal testing for this reason. My approach was more: which do I address - basal or bolus? And I picked one and just ticked away until we saw some improvement.
You are seeing spikes after meals, so I would go with the insulin to carb ratio. Just keep in mind, basal may not be perfect. I know Caleb's basal needs work when his numbers don't correct after a meal. But, I also have a sense that his correction factor is reasonable at the moment. You may not have that level of comfort yet.
