I am a suffer of the diabetic frozen shoulder phenomena and it's a readily diagnosed injury assuming the correct tests are done. Most people with this condition have onoing pain and physical theraphy does little to alleviate it nor steroid shots. Range of position is approximately 50% from what I observed in your picture. The range of treatment I was given was surgery, electrical simulation, or to nothing and augment pain with medication. My physcian said eventually I would get better - when asked time frame I was informed 1-2 years was normal conversly surgery with pt and then followup rehab treatment was a similar time frame. So I am now 1 year into the wait and see treatment - pain is now only moderately at times, but range of motion continues to be the same.

With proper diagnostic work you can easily rule out impigment and busar issues and have the correct diagnosis.
